PULASKI COUNTY, KY (WAVE) - Wet bodies, matted fur, and puppies shivering on top of each other. I went undercover to investigate puppy mills in Kentucky and to find out what's being done in our state to stop them.

The Humane Society of the United States says millions of puppies, maybe even one in your home, came from filthy and overcrowded breeding sites known as puppy mills.

Some laws are in place to end the practice of puppy mills, where young dogs suffer in substandard, filthy and overcrowded cages for years on end. but a WAVE 3 Troubleshooter investigation found one Kentucky man facing animal cruelty charges who is still being allowed to breed and sell puppies.

The reasons the county that man lives in isn't stopping him from breeding comes down to money. See this shocking hidden camera investigation tonight WAVE 3 News at 11.
