MONTGOMERY, AL (WBRC) - Representatives have passed a bill to fund the state's prepaid college program, but that does not mean the debate is over.
The bill passed in the House includes a 2.5% cap on tuition increases for PACT participants. Any cap on increases is opposed by higher education leaders and could be challenged in court. The Senate version of the bill does not include a cap.
Lawmakers must work out any differences before a bill can go to the governor for his signature.
